Dry Hair Deep Conditioner

Is it okay to use a deep conditioner on dry (not wet) hair?
i’m using an aussie 3 minute miracle deep conditioner; the bottle says to use on clean, wet, hair. but i read somewhere that if you apply it when your hair is dry, not wet, and it will penetrate more that if your hair is wet. is this okay, and does it matter?

and of course you would rinse it out after
Yes, absolutely.
My colorist uses K-Pak Deep Reconstructor on my dry hair all the time and it turns out gorgeous. I also mix a few drops of peppermint essential oil into my regular conditioner (I use Biolage Conditioning Balm), pin it all up, and let it sit for an hour or so when I’m outside to get some sun–it feels wonderful–your scalp tingles from the peppermint and the conditioner bakes into your hair and makes it glossy and soft. If it gets too dry while I’m out there, I do occasionally spritz a little extra water on it just to keep things cooking.
Hey–I read the other answers and I think what I forgot to say is that heat matters with this method. At the salon, my colorist puts me under a dryer and when I condition this way at home, I always sit in the sun with the stuff on–both ways open the cuticle. If you read the label of most conditioners, they all contain water, so there is plenty of water in the conditioner itself to activate it on your hair.
